What are the State and private sector responsibilities in ensuring that no groups are left behind in their right to enjoy human rights online and through digital technologies? How should States and companies ensure that digital technologies do not have a discriminatory impact on particular groups?  How should States ensure that digital technologies do not aggravate existing inequalities?
